Agreed, it is a tough decision. The athletes can be effectively quarantined by the host country, but how effective can this be. But as to the visitors, they will be on their own. Here is a scary paragraph from the link.
"An unnecessary risk is posed when 500,000 foreign tourists from all countries attend the Games, potentially acquire that strain, and return home to places where it can become endemic," the letter said.

Couple this to the fact that Brazil is in a political turmoil and their ability to govern let alone manage the Olympics is highly suspect.

Not to mention the water is so polluted with fecal matter and other sewage the athletes have been getting dysentery, skin infections, and other bacterial sicknesses.

A good case can be made for holding them in a single stable friendly locale.
