I tired to look up the penalty for breaking the embargo laws.

If I understand correctly, the civil penalty is the greater of the double the amount of the transaction or $250,000. The criminal penalty is $1,000,000, or up to 20 years in prison, or both.

this ain't no little matter of shoplifting.

Is it collateral when they deliberately use bunker busters on hospitals? And the Russians know dam well what they are targeting. We should arm the rebels with shoulder ground to air missiles. Use drones to dump a few Hellfire missiles into ASSad's castle and then tell Vlad to take his embassy and shove it and bring our own people home. These are war crimes of the first order.

"Arm the rebels" implies arming Al Nusra also since Al Nusra is a substantive part of the rebel force especially in Northern Aleppo.

Still, Nusra has taken away weapons (even US TOW) from US associated rebels.
