Caught an interview with Ann Arbors mayor who was saying they had to spend the 800K on this crap, since they were not allowed to redirect that money to keep all the laid off fireman they just let go of.

Firemen or art? In a college town is there really a question of what you need more? Keep the firemen, screw the art.

From what I read in the article there was a set-aside from the capital improvements money for art. It seems to me, however, that the body that created the set-aside can set aside the set-aside, especially for a fiscal emergency.
