It seems the or first Commander in Chief was a social**st being he signed a mandate requiring health care coverage to be paid for by the ship owner for their sailors.

I'm surprised in the "Right" not picking up on the mandate "that required all able-bodied men to buy firearms" enacted in 1792. The NRA and ALEC it seems would be all over this one..

Maintaining America's sea power was paramount...back then regular merchant ships provided a bulwark as well as the US Navy. No one ever has ever complained about so************************m when it has been applied to national defense in this nation, and this occurred before Karl Marx so no one knew what communism was since it did not exist as a philosophy
yet. Not saying GW was a pinko, although maybe Congressman Alan West may have evidience to the contrary.

A strong healthy populist is in this nation best interest. Better to defend oneself with a well cared for citizens you would think. Well common sense would seem to point to this anyway.
Unless all you really need or want cannon fodder.

How can anyone of us today know for sure what the original intent of the mandate then was meant to address. But it must be surmised that the Congress then seemed to have the power to mandate a policy to cover something similar to the AFC intended.
