When I first started as a gov employee I was told I was too honest and I needed to fix that if I expected to advance.

That is exactly what I told them and it got me in a heap of trouble. Seems it was two members of the board if supervisors that wanted me to 'exaggerate' a bit on my reports to the state.
They couldn't fire me without exposing their dishonesty, but they did maneuver me out of that job. I came to work every day for two months with no job to work and insisted they give me work to do. I think they thought I would give up and disappear, but I needed the health insurance and wasn't about to leave when I had done nothing wrong.
I'm still here.... Those two board members are not.

It's a great thing to have, just pray that you never really have to use it.

Oh yes. On my behind at home and on the palm at school. It was measured and never severe.
I went to an English language school where one of our motto's was, you got it:
Honesty is the best policy.
Not very many practiced it as cheating at exams was rampant.

I was once told I would never advance because "......you care about those people (fellow employees) too much. You need to learn to not give a shit about them. That's what gets you ahead."

I was sitting there thinking, "What makes you think I want to be like you?":)
