The Keystone pipeline may end up withering on the vine for the same reason (cheap, plentiful oil).

Yep. Reading between the lines means to me that Shell Oil doesn't see any appreciable rise in oil prices in the near future.

Cool, time to raise gas tax by a modest amount and/or phased in scheme. We need funding for infrastructure and maintenance.

It's years past time, yet nobody has the balls to do it.
