Pharmaceuticals are forced to cooperate
 
This goes into effect over 10 years. This should have been in place from the start.

Can the cons here explain to me why GW put the Pharmaceutical companies ahead of the elderly in the first place?

It's good to have a president that puts the people first.

because the pharmaceutical complanies make much larger campaign contributions than the elderly do.

I'm saying that Federal government should have never been involved in health care in the first place.

Bush, Clinton, Reagan, Kennedy...it doesn't matter. IMO the Feds have no business being in the business.
