The ACA is trying to insure people who couldn't afford insurance through the private sector in a drastically overpriced healthcare system and is a fools errand I'd say. If the bill is 11K pages (read recently here), imagine what the implementing rules, regulations and guidelines must be like.
It's a mess.
Nobody owns healthcare.
