From what I gather, there was absolutely no link between fracking and the VA incident. OTOH, fracking seems to responsible for minor quakes in other locations. However, minor quakes are often measurable on seismographs, but all but indiscernible to those who live nearby.

For example, we had a 3.6 earthquake last year just a mile or so from where I work and a little over 5 miles from my house and I felt nothing. FWIW, there are tens of thousands of minor quakes worldwide every year.

WRT to fracking, I think issues of groundwater quality are far more prominent.
