This is the legacy of the Obama years: where the weak job recovery replaced higher paying jobs with lower paying jobs. To the extent that those higher paying jobs left with their employers because those employers lacked confidence in the economic environment in the US, maybe a deal like this is a reversal of the trend. We'll need to wait and see.
However, if 10% of United Technologies is business with the Federal Govt', that's a hell of a big stick to use in a negotiation process.
