This was about throwing a bone to the establishment, then humiliating Romney for speaking earlier against Trump, and appeasing the base by said humiliation. A three-for, as it were. Conway and Gingrich didn't leave the reservation. They're willing stooges for Trump/Bannon. He's turned the whole transition into a reality TV and has referred to cabinet candidates as "finalists."
