Okay, so he didn't "lose an election". My bad.
But, then you point out exactly why I think Putin is a dictator; The sitting president appoints him Prime Minister and he then doesn't return the favor by "letting him term limit out" in a fashion reminiscent of the bloody Soviet Politburo.
