Vlad knows that Western Ukraine is ungovernable from a Russian point of view.
Western Ukraine is steeped in Banderism. For many years after WW11 the Soviets lost a lot of people trying to control Western Ukraine.
Russians view the area with dread and would rather Poland deal with the Banderites.
