I've did some pretty stupid things over my lifetime.
Still do.
Thought of dressing up in ANYTHING approaching the costumes depicted never crossed my mind.
A part of me is saying, why with the allowances and overlooking and yes acceptance of others in more powerful positions, this one is to be expected to resign?
Then I remember what is right and what is wrong.
The act is just wrong, no excuse for it to happen ever.
The Governor needs to resign, step down.
Then do the rebuilding of his good name.
