What is done by statute can be undone by statute, so yes the Repubs could remove Trumps putative disability to hold office, by legislation. But not before 2024 in any case, unless they have to votes to overcome Biden's veto.
I really think the Trump saga will reach it's climax by means other than electoral, before the next presidential election.
