Believe it or not cell phones have saved countless lives because of the speed they can get a message out for help. Until someone starts shooting up the school keep the damned thing in your book bag and turn it down to vibrate. Then, when you hear gunfire, take it out and dial 911. It ain't there to play with when you are supposed to be paying attention in class.
If they want to talk to their friend on the other side of the room then they should have to try to pass notes while the teacher isn't looking, just like we had to back in the day.
