Scott's bill is BS, of course. It's centerpiece is it's bold protection of Social Security and Medicare-- it would Institute a requirement for a 2/3 vote of Congress to cut either program. Except the constitutional reality is Congress cannot bind itself like that, it would take only a majority vote to undo this fine bill. So this protection of Social Security and Medicare is hokum.

Also the Dems well never let it pass the House as it contains a poison pill--the repeal of the much needed 80 billion increment in IRS funding.
