I'm not so sure the terrorists are focusing on retaliation for deaths of individual soldiers like this guy. I mean, many of them plan to commit suicide, or accept they will likely die during their attack anyway. Probably not as honorable to be killed by cops later.
They're about quantity not quality when it comes to their soldiers. A little bit of training and then get them in line as refugees. In a way, this makes it easier for the police, but that's of course after they've done their dirty deed.
