Of course the Nazis snubbed them. The Nazis viewed Russians and Slavic peoples in general as "subhuman".
Hitler was only good at one thing, manipulating the masses. As a military "Commander-in-Chief" he was horribly incompetent. Much like Stalin, in that regard.
