There is no scale for any of this. So, it ends up being used now just like racism as a tool.
In the end woman will possibly suffer because of it. Powerful men decide it is simply better to avoid them. Or, the tool is used so widely that people become numb to it and real sexual abuse gets thrown out with the dish water. Sort of like racism.

Clinton had an affair with a consenting adult. While I do not condone affairs while married.... that is quite different than sexual assault.
And, Clinton had the due process entitled to him and the accusers and was investigated for other allegations.
