Military protocol was always that people in civilian clothes don't salute. But Presidents have a lot of latitude to make up their own protocol. Reagan started the practice of, as president, returning salutes from military members. George W. was noted for adopting a military-type jacket, with patches for his name and the rank of 'commander in chief.' This at least has not been emulated by his successors.
