Start with the loudspeakers broadcasting a warning in Espanola; Military bombing will commence in T minus 30 minutes.
Don't say who will do the bombing, or who is broadcasting the warning. Sort of like the Nashville bomber without music. None of the Psycho-Ops propaganda, just recommendations to apply for a passport, and directions to the closest, legitimate border crossing.

I'm thinking it should be the Navy, because they could fly a corridor from San Diego to the Gulf. They'd only have to drop two bombs, about 45 minutes apart, and hopefully hit the island each time. Knock those Cartel shanties across the Rio Grande down, with corrugated tin flying through the air.
A huge international uproar would ensue. The investigation would take years, then a congressional committee would convene. An apology would be issued (the Navy chastised), but the planes could fly just north of the Rio Grande a couple of times a day the whole time.
Move the loudspeakers up and down the border as needed. (i figured out how to spell 'border' finally)
