That's not the case at all.

Go find an Executive Order that "allows" EOs from a previous administration. You won't find one. There is no such animal.

Here is one that revokes an existing EO, which is typical.

And CNN and Gallup each had the President with six point leads.

Poor choice of words on my part. I stand corrected. I do know that an executive order stands until revoked or superseded.
