Someone, somewhere, wanted the horror magnified and it wasn't rank-and-file Palestinians getting killed. The Zionist plan was always to raze Gaza just like the plan of the United States was always to invade Iraq. In both cases, there was a catalyst.

Afaik, it was suspected if not known that plans were argot for an operation like this, but were discounted as being to complex for Hamas to pull off. Apparently, some folks took the warnings at face value and acted on them.
