Looks like congress is trying to reign in Trump to some degree.

They starting to understand that he acts impulsively and can't be trusted. What took them so long?

Because this is nothing more than a nod to the rabid political left...you know the type...and likely gives Dems in Congress a modicum of political cover going into the 2018 election cycle.

More like distancing from a rabid POTUS.

Why would the Reps gives the Dems political cover? I'll answer it for you. They wouldn't.

You're delusional. Congress has demonstrated that they don't trust Trump to follow through with Russian sanctions, nor do they trust his judgment in Syria.
