I'd be pleased to see a department by department review, a real review....

Never happen. Too much patronage and no political backbone. Royko would explain it more clearly, and with much more humor, than I could

The air force said a while ago "We have enough C-17s", but the congess critters from the states where they are built said "Oh no, you need more/"

Royko was a national treasure, kind of the everyday man's version of Mencken.

Mencken had the ability to send me to the dictionary at times. Which was a point in his favor, as I've read from plenty of people who gave me no desire to go to the dictionary to decipher their message.
