Riddle me this......
Could or what if someone like say, outside this country like.......Putin were to front the money for Trump's bond is there anything to stop it?
Or is it allowed and not a thing will be done?

My guess is that Putin would run afoul of the financial sanctions now in place against Russia if he tried that directly. But beyond that, any funding that puts the requisit assets reliably at the demand of a bond company should do the trick, I would think.
