That's actually hard to believe considering the Democrats poor record of
Making and Releasing a REAL Budget.
If ALL the expenses for active shooting wars is ON BUDGET -- I'll ride the next cruise missile into Libya...

What, are you trying out for Slim Pickens' role in a remake of Dr. Strangelove (see avatar)?
Actually, by off budget, I think Rob meant that the costs of the wars were not even considered part of the budget. There was no accounting for the costs as part of the regular budget process (an oxymoron?), and no need to cut spending or raise revenue to offset such expenses.

So they were funded by emergency supplementals. The money was still spent and accounted. It is not like those expenses disappeared.

So why not make them supplemental again to fix the budget then.
Heck we got the "I will put through proposals so absurd that it has no chance of passing so I can say I did what you voted me in for."
Voodoo budgets, voodoo policy making, hey it's the 21st century.
