Very interesting. I apparently was mistaken in thinking the trooper was in the car during the incident. Obviously the back-away maneuver isn't available if he's already out and standing. Nor are there the drawbacks I was talking about in trying to engage from the driving position.
Still, the basic question remains. If one's policy is to shoot before the pistol appears, how often will there in fact be no pistol, and is that OK?
