A fun read and not to be taken seriously since this is hypothetical.

The Opening Argument in the Trial of Donald J. Trump

The dotard congratulated the dictator Putin for “winning” his sham election.

President Trump did not follow specific warnings from his national security advisers when he congratulated Russian President Vladimir Putin Tuesday on his reelection, including a section in his briefing materials in all-capital letters stating “DO NOT CONGRATULATE,” according to officials familiar with the call.

^^ More like he is beholden to Putin, for what we don't know yet.
No reason for congratulations a week after imposing sanctions.
In a real world, I would expect Putin to hang up on Trump.

There is a reason and it has nothing to do with being beholden to Putin and all about being Donald Trump.
