Sure, but that was not the point of the cited article. In fact, due to the lack of American law dealing with "domestic terrorism," the ability of law enforcement to monitor militia groups is severely restricted compared to its ability to monitor international terrorists. Republicans strongly oppose any laws that would allow investigation of and reporting on right-wing domestic terrorism (by far the biggest faction of domestic terrorists). After all, these militias (and those who support their ideology) are a big part of the GOP base.

Not. They use the same technology in the States, they just can't use the evidence in court.

I don't believe so without a court order. LE can watch a building for nefarious activities but cannot tail a person without reasonable cause.

Not true. For example, the FBI cannot get wiretap or search warrants for militia members simply because of membership in the group. They can, however, for members of foreign terrorist organizations.
