Gov. Brown proudly signs balanced state budget

Gov. Jerry Brown on Thursday signed into law a new state budget for the fiscal year beginning Monday, calling it a "momentous occasion" for California's finances, which have been on a roller coaster for years.

"We have a balanced budget, not proposed, but actually actualized - the first time in probably a decade or more where the state's finances are in very solid shape," Brown said.

The plan outlines spending for $96.2 billion in the general fund - the state's main checking account, which pays for schools, colleges, health and human services, and public safety - and $49 billion in special funds and bonds.

A new national survey ranked California Gov. Jerry Brown at No. 10 among U.S. governors for private-sector job creation since he took office in 2011.
In its ranking, On Numbers, a blog from the American City Business Journals, noted that under Brown's leadership, the state has added 622,000 private sector jobs for an annual growth rate of 2.3%.

SACRAMENTO — Handing Gov. Jerry Brown a major legislative victory, the Assembly narrowly passed controversial legislation to overhaul California's enterprise zones, which hand out $750 million a year in tax breaks to businesses.
Brown's proposal, the centerpiece of his economic development strategy, all but eliminates the power of the state's 40 locally controlled enterprise zones and replaces the program with a broader, statewide series of business incentives.

"By flipping the broken enterprise zone program into Gov. Brown's smart, strategic plan for job growth, the Legislature strengthened California's economic recovery," said a statement released just after the afternoon vote by the California Labor Federation. "We applaud the Legislature for rooting out the waste and abuse in California's enterprise zone program and shifting those tax dollars to create good jobs that boost local economies."
