Bid requirement states that the shotguns must be compatible with existing inventory. That means this isn't new.

Also, the number is so small that I suspect these are intended for security at ED offices. With some of the Right Wing crazies out there who believe the ED is the font of all evil for teaching evolution and creating a nation of "secular humanists", having armed security seems prudent.

It's 27 Remington Model 870's. Your local Walmart probably has more 870's than that. It's probably to arm the security guards around its HQ in Washington against the likes of the Pentagon and Holocaust Museum shooters.
