OK, but nothing about the definition of bronze, silver, or gold plans under ACA rules have changed since 2014, and are still in effect for the 2018 OE. The fact that CSR payment have been stopped doesn't change when these plans cover.

You may be confusing the CSR payments with the subsidies that are available to individuals. CSR payments are payments directly to the insurance carriers from the government, and are meant to offset the cost to carriers for offering low cost plans.

Subsidies are cost reductions to individuals that they qualify for at the time they enroll in coverage via the exchange. These "free" silver plans are only "free" to low income individuals with the subsidy included in the determination of the cost to the individual.
