Even so pension funds are normally required by law to be fully funded as of that datin accordance with actuarial calculations, obviously Detroit's was not. Thankfully the laws back home are quite clear and my pension is fully funded.

While there may be some laws in this regard, I don't think they apply to the public sector. Mayor and governors would never sign anything that would prevent them from passing off costs into the future.

Whether he can or not is, I suppose, an open question but it's abundantly clear that he will not. The only reason I can think of to respond to Tar Baby is that it in some way amuses you to poke at him.
