Here's the US at night, perhaps lighting distribution can serve as a surrogate to population:

Population density, two different views:

I see that population does not suddenly cut off at the Ohio/Indiana border.

There's a lot to understand better about the initial map.

For one thing, I don't get how a very thinly populated area of California, opposite the Nevada border N. of Vegas, can be so brightly lit up.

Ohio is more populous than Indiana, 11.5 mil to 6.5 mil. On your density-by-county map, Ohio has 11 dark blue counties, Indiana has 5. The percentage unemployment rates for Indiana and Ohio are now similar enough: Indiana 8.1%, Ohio 7.3%. Or, to look back a little, in 2009 Indian 10.4%, Ohio 10.2%. It pretty much has to be that Indiana doesn't light up because there aren't as many people.

Visually striking map, to be sure. Makes you think.

It doesn't explain why the line follows the state line, look at the pop density map - similar densities on both sides for a while. Same for a bit of CA/Nevada.

the source you didn't have is a PBS program: America Revealed.

Here's the population in points of light, BTW:
