So any of this Arkansas tar sand stuff is probably on the taxpayer and so would be Keystone.
And even if we fine them enough to cover it they will do like Alaska, Exxon could delay it for 14 years until it gets to the SCOTUS who reduces the fine by 90% as they did in the Valdez spill.

Nearly two decades of legal battles over the Exxon Valdez oil spill came to an end yesterday when the Supreme Court slashed the punitive damages imposed against Exxon Mobil from $2.5 billion to $500 million.

BTW, there is still tonnage of that spill just 18" under the beaches all through the sound. Cleaned up? My ass!
