You can't say that. The most you can say is that there would be no legitimate reason to do so.

There was no legitimate reason for Pantaleo to place Eric Garner in a choke hole either.

Neither was he resisting arrest. Pantaleo just threw him into a choke hold because he didn't like the way Garner was talking. How dare he accuse the police of harassing him?

Escalation always leads to further escalation.

What we are buying is a sanctioned gang war. What we have heard from one of the former gang members tells me we have lost control, because the blue gang is treating everyone like a criminal.
