California Leads The Way
We already have the strongest rules in place regarding greenhouse gas emissions and none of the dire prophecies of economic calamity have come to pass. So, Gov. Brown issues an executive order to bring us in line with the (GASP!) European goals. At least I'm upwind of all you fart smellers...

Also an indirect nod to Tesla for their energy storage technology under development.
Imagine if all passenger cars were electric. Our equivalent mpg's will double at the very least.
