I think it only does away with primary elections, if a party so chooses. No affect on general elections, so no conflict with 17th.

108 is an attempt to kill it, by drawing some votes away from it. I doubt if there's any expectation that 108 will pass.

Of course, propositions being what they are, one could vote for both. Don't know what would happen if both passed....

"Shall there be a change to the Colorado Revised statues concerning the process of selecting candidates representing political parties on a general election ballot, and, in connection therewith, allowing an unaffiliated elector to vote in the primary election without declaring an affiliation with that party and permitting a political party in specific circumstances to select all of its candidates by assembly or convention instead of by primary election?"

Devil is in the 'specific circumstances' clause in 108 and wonder how that is applied to a specific election. Either way the two party's power is slipping and will continue.
