I'm guessing a Chechen suicide bomber.
There's video of the truck that blew up. If it stopped moving, it did not stop long enough for an escape vehicle to get clear. The ordinance used appears to be military grade, more powerful than most terrorist bombs. The explosion had the sparklies, like an ammo depot going up. Not sure how much to trust the Bloomberg network, but this is interesting.
https://www.youtube.com/watch?v=HKaq_gNr0uE It's a claim that MI6 (British Intelligence) concocted the plan to blow up the Crimean bridge. No one is sure who did it, but they speculate the truck driver didn't even know what he was transporting.
