I have not seen the 'had clearance' part reported. I'd be surprised if he had clearance for everything he apparently stole.

On edit, the Guardian story says 'had access,' which is different from 'had clearance.' May or may not have had the latter.

When I was working on Gummint contracts, access to PNI, much less classified info, required a security clearance. I've had Cosmic Top Secret (NATO) and lesser clearances. Inconceivable that this clown could have had access to classified docs, including Top Secret, without a top-level clearance, unless someone really screwed up.
