Wording seems deliberately aimed at the security of states, "security" undefined. I suppose it leaves it to the state's to define whatever they deem security as an enumerated right. Perhaps a right to armed insurrection against due process to secure their "rights" as they see them.
Federal authority can be tyrranical, or the defense against local authoritarian tyranny.

That well regulated militia is something that doesn't exist in this country in today's world. If the gubmint deems you too dangerous to have around they're going to come at you with enough force to solve the problem. The White folk aren't going to join you and rise up against "the government" either. If the Fed gubmint doesn't think you're worth the trouble they leave you alone. In part, it was written to appease the soldiers who had fought in the American Revolution and then did not get paid for their service as promised.

It only secured the Federal Government from an armed mutiny against it, after the Revolutionary army had been disbanded.

States also had to defend themselves against Native Americans.

At the time of the writing of the 2nd. The cost of keeping and maintaining a standing army being considered. Beyond the means of this expanding country to maintain. Hence the need and want for a citizen militia. One to be controlled by the state and local government in times of need.
