Nope. Thoughts are invisible to others, and cannot be criminalized. Hate crime must always be acts.

ALL crimes involve wrong thought, called 'criminal intent.' It's not a crime to hit you on the nose with my fist unless I intended to do so for a wrong reason. 'Hate crimes' are no different. If I punch you in the nose because I hate a protected group, then the punch, but not the hate, may be a hate crime.
