Law breaking?

Just thinking aloud. Can anyone think of a law being changed without first (if possible) being broken?

I don't know of any that have been changed before being broken, but I believe there may be quite a few that are changed before being enforced. In fact, there are volumes written about all sorts of crazy local laws that still exist on the books in parts of this country.

(Ohio) "Youngstown, Running out of gas is illegal."

Hmmmm. Interesting to note, as the entire city ran out of gas thirty years ago.
