Largely because grid demand IS DOWN appreciably. And by the market forces, you don't build out capacity with a down demand unless someone is paying you MIGHTILY to do so...

And those figures are INSTALLED capacity. Not actually production potential. For wind the production avgs (yearly) are about 30% of the capacity on the placard. For solar -- around 35%..
