Not really. If Congress passes a bill to legalize weed for recreational use and the president signs it, it's the law of the land. Be interesting to watch the god-fearing conservatives here in Texas heads spin. Can hear it now. Our states' rights are being trampled once again! Makes no sense at all given that weed is illegal in Texas. Besides, plenty of people already have and still are moving here due to the growing state economy. My neighborhood has be Californicated.

Also, pretty sure guns and ammo are readily available in the land of pleasant living.

I stopped reading CSRS reports when I retired. In addition, there is no essentially little to no everyday real world conflict between federal weed laws and state weed laws. Federal law enforcement is basically not enforcing the laws in states where weed is legal. In Texas where weed is still illegal the state laws now don't apply on personal stashes below 1/4 lid. Essentially decriminalization which is covered in your CSRS report.

FWIW I just skimmed the report and it appears to be an informational report to give Congress a heads up on things to consider when drafting the proposed legislation. CSRS and GAO are sister agencies and I've sat in on too many briefing meetings where CSRS was basically providing background information.
