Trickle down theory was sold as a means to boost the economy and even had the support of prominent economists. Bush called it voodoo and IIRC after resigning David Stockman basically said it was bulsh. But a hell of a lot of people bought in on it.

Trickle down works in that the taxes paid by the rich are down to a trickle.

I was having fun with words.

It's really tinkle down, the exclusive 1% urinal is upstairs. It's like free only slightly used water for thirsty ordinary folk needing a bath, honest!
