In my experience with sports, churches, school organizations, and scouts, a number of other adults were influential and provided our kids with tremendous examples of service in support of the greater good. My wife and I tried to do the same thing with other kids when we were in positions where we had responsibility for them. To me, this is what is meant by the phrase.

In all fairness, our kids also had opportunities to see the kind of adults they did not want to grow into being. It was ultimately up to us as parents to impart the values to allow them to discern what conduct to reject and what conduct to emulate.

Perhaps in this sense it does. I grew up in a small village in Quebec where everyone in the village knew who I was. You were very careful about how you behaved in public, a) because any dumb acts would be brought to your parent's attention very quickly, and b) behaving like an a**hole in public would reflect badly on your upbringing. Not that it spoiled our fun because it sure did not.

Sure everyone knew everyone Else's 'business' but not in a bad sense. for example when an elderly couple got burnt out before the day was out an empty house was made available and furniture and food was provided.
