The article by Susan Greenbaum deals with complexities in addressing the problems associated with concentrated poverty in an urban area.

I think poor people have always "clustered" in certain ares. We call them "the wrong side of the tracks".

I suspect those clusters are simply becoming larger and more noticable what with stagnant wages and the ever widening gap. I also suspect our major cities will eventually sport our own favelas soon enough (well away from the sight of the wealthy elite...).

That's the way I see it.

We had a short period after WW2 where we were building a strong middle class. But that trend has been in reverse since the 70's.

We already have the seeds of them in the large homeless camps in some cities.

Here in little 55,000 population Petaluma, we have a string of camps along the river both north and south of town. The city used to clear them out from time to time.

This is sad to hear. I'm pretty well insulated from the uglies of life where I now live.
